Are they randomly put onto a level or are they set to a level forever or are they set when a new gate is built?

Levels that are made out of random parts, and a bit different each time you play them.
So that'd be Clockwork Tunnels, Candlestick, Wolver Dens (they all look alike, but they're different), Devilish Drudgery & probably others I don't remember.

So fixed levels, i.e. Boss
So fixed levels, i.e. Boss levels, are static levels, thus scenario rooms would never appear in those levels.
The former. They are randomly put into a non-static level.
