So this shield is a 2-star equip and has both a full bar of resistance for both Fire and Shock damage. Does this shield completely invalidate the 2-star the Firebreak and Volt Breaker shields?

never get 0-star or 1-star equipment
All of the 0-star and 1-star equipment is worthless and should be avoided entirely (unless you're into Tier 1 Lockdown).

Both Firebreak and Volt Breaker shields cant be upgraded to 5* stars anyways. So yes, owlite is way better.
