Well isn't it obvious? If you're in a fight with enemies around you and you try to shoot one only to have this random bush stop your bullet, wouldn't you be mad? Especially on levels where the bushes "line up" and make a wall. Would you want that? Didn't think so.

Why not make it so that bullets simply penetrate bushes, so it breaks them and keeps going? that would solve the issue pretty quickly.
You can. You have to aim at the bush so that when you shoot, the bush is at the maximum distance that your bullet travels (aka where it disappears). More trouble than it's worth but it's doable.
