What should I upgrade next?

I have about 550 CE right now (I can afford to buy a little more), and I'm thinking what to upgrade. The last thing I crafted was Avenger. Here's the recipes I have

Cosmetic use:
Salamander Suit
Stone Tortoise

for clockworks:
Gigawatt Pulsar
Strike Needle
Graviton Vortex
Plasma Capacitor
Super Blast Bomb (I already have DBB btw)
Elemental Hood
Ash Tail Coat
Horned Owlite Shield

or should I wait to get one of the following recipes:
Glacius
Blazebrand
Divine Avenger
Crest of Almire

need information on your current equipment

We need to know how many weapon slots you use, which weapons you currently use in them, and what armor you use.

While we wait, my general advice on which thing to upgrade first can be found here (at the bottom).

Upgrading swords to 5* should

Upgrading swords to 5* should probably be on the bottom of your list. If you've already got a reasonable selection of 4* swords then craft some slash modules and you'll be spending less CE for more DPS all the way down through stratum 5 at least. (The exception to this rule would be the DA, whose charge attack gains a lot more utility at 5*)

Upgrading your graviton to 5* will greatly improve its usefulness, especially when combined with an appropriate brandish line sword. The status bombs also get significantly more useful with each upgrade.

Getting your Owlite to 5* should probably be a priority. Assuming you're looking to make your magic hood and dusker into a divine/skolver, you'll want to upgrade the hood first to get the shadow protection and the coat second, but both should be a priority.

I have 3 weapon slots at all

I have 3 weapon slots at all times. My current set is demo, though I'm working toward skolver+divine. I tend to use faust, DBB, BTB, RSS, Callahan, electron vortex, and fiery atomizer the most.

EDIT: oh, and should I bother with a snarbolax part (cap or coat)? I mean they look cool but idk if it's worth pairing with a different set like divine+skolver is.

general-purpose vs. specialized

Divine Veil with Skolver Coat is an awesome general-purpose set, no doubt. One of my characters uses it exclusively. As Nicoya-Kitty said, you want to upgrade the Divine Veil quickly, because the precursor has no shadow protection.

Once you have a general-purpose set, you usually craft additional pieces to form specialized sets. Skolver Coat is good for this; Divine Veil is not really. Snarbolax is good for this; it's basically the shadow version of Skolver. A serious sworder wants all three of Vog Cub, Skolver, and Snarbolax. But you're not a pure sworder; you use a lot of guns and bombs. Have you considered normal+elemental+piercing sword+gun+bomb armor setups, by mixing Skolver, Vog Cub, Justifier, Nameless, and whatever bomber armor (all are elemental)?

These seem to be highest priority to me; get them all to 4-star, before pushing any to 5-star.
Elemental Hood (upgrade this to 5-star first)
Horned Owlite Shield
Ash Tail Coat
Gigawatt Pulsar (elemental guns are disproportionately useful)
Glacius/Combuster/Voltedge/DA (you don't have any elemental sword)

And these seem to be low priority to me:
Strike Needle (you already have a piercing gun, although Blitz is greatly preferred in FSC)
Graviton Vortex (you already have a lot of bombs, and seem to be moving away from bombs a bit)
Super Blast Bomb (same)
Plasma Capacitor (same)
Crest of Almire (you don't need a shadow shield immediately, and are you even close to this?)

I really didn't want to go

I really didn't want to go vog cub, primarily because it's so overused. Also I did the opposite. I got a specialized set first (mad bomber+volcanic demo) and this is my second armor set (covers all types). I try to keep balance in my weapons though, other than bomb CTR impacts their usefulness a lot more than sword damage or gun ASI. Generally I don't use guns a lot.

Also I forgot to add Virulent Catalyzer to that list.

And I DO have an elemental sword, just not a 5* one yet. I tend to have an elemental bomb and I don't like to have more than one weapon of a type at any given time, for maximum versatility.

The point of the snarbolax coat/cap was to substitute for divine/skolver: instead, I'd go snarby/(whatever covers the other types). I want not only damage resistance but stat resistance too, if possible, without spending a pantload on UVs to compensate. And the snarby set is WAY harder to get, so it would probably be a long time before I even have the extra ash tail gear to craft.

The only split

The only split elemental/piercing armor is Dragon Scale, and I'm honestly not a big fan of it. If you want a mixed set that isn't divine/skolver you could try going with Radiant Silvermail and any one of the elemental helms: Vog, Volcanic Demo, Grey Feather, Volcanic Plate, Volcanic Salamander, Nameless and a few others. As a minor bonus, the 4* Silvermail has the split piercing/shadow protection whereas you have to wait until 5* for the Divine Veil to get shadow protection.

well what I basically want in

well what I basically want in terms of defense is something for everything. The Divine+Skolver combo gives you piercing, elemental, shadow, and normal resistance, as well as Fire, Shock, Curse, Freeze, and sword and fiend damage bonuses to top it off. Radiant Silvermail only covers poison and curse, which are much less common and less impeding status effects.
