Upgrading to 4*

As this is the first time I've upgraded a weapon does it matter what level the previous item it is? I currently use the Twisted Snarble Barb and it requires Lv 5+ to be upgraded into the Dark Thorn Blade. Will my Dark Thorn Blade be better if I upgrade the Twisted Snarble Barb at Lv 10 or doesn't it matter as long as its 5+?
