I feel like the omega shell needs to get fixed. For some reason when you upgrade from stone tortoise the shield gets worse. I need to know if there is anybody who feels the same.

according to the wiki, the shield is better, but because it's an all normal shield it's generally not a significant change. The lv. 1 of the 5* is more than the lv 10 of the 4*, but I don't think it's the shield that's your problem, it might be the fact that you many be running T3 more often. If so, then even if you were using the 4 or 5* shields, that specific one isn't the best to use against enemies in T3 considering they do full type specific damage.

tho there are better shields its health is a tank!

do shield tests before judging what is better or worse.
I don't have the Omega shield, so I can't comment on that. But are you sure you didn't just compare the fully heated 4* with the level 1 5* ?
