Your best bet is crafting 3000 coats in hopes to get a fire High UV. Nobody these days make gunner armors, and its kind of sad. I was after one of these for a while but just gave up.

Yesterday I saw someone looking for Gunslinger gear with Fire Resistance: Maximum on trade chat, so I decided to go roll my Gunslinger Hat. First try I got Fire Resistance: Max... So if you still haven't found a Deadshot Chapeau by the time I'm done leveling the hat... We can talk then.
