The wiki explains it pretty well
The Gates page of the Wiki explains it pretty well.
The levels move in the direction of the arrows but the arrows can change direction, as can the path. But you can pretty much plan your route down (barring the random ? levels) as long as you're willing to wait for the level you want.

There is one more thing I would like to know: Is there any way to know on witch lvl (depth) is the random party when you want to join it ?
For example, sometimes random party is on lvl 3 and I would like to start from lvl 1; is there any way to see it?
Yes, but if you wait at the elevator long enough it will change. You can see it in more detail by clicking on the cog icon in the top left corner of your screen and selecting the Gate Map option.
