It seems like a pricmatic accesory, but it's blue. The non-colored parts seem match other prismatic things, but you cant make the blue your own color. Can anyone with a arcane sala confirm this...?
O side note, I'm depressed that I can't make my color blue due to my name =.=. At least I match the phantom hood nicely.

Even with spiral spy you can only change the exterior glow effect. The texture is just "hardcoded" blue, not recolourable.
I think it cool!
