I've been joining a lot of ascending parties because they don't want to/can't move on to the next tier lately.
I join parties on tier 2 and a lot of the times, it's just tier 1 people finishing their run and going back to Haven.
I waste 200 crowns getting in (which is a miniscule amount, but it has been absolutely put to no use).
Then I have to spend a bit more time before I find an actual party going down to tier 2.
This has happened to me in tier 3 as well.
My suggestion for this problem:
Separate the areas completely where people are starting a run and people are ending a run.
Don't have them conjoined, like the current configuration.
I think this would also help so you could leave and essentially start a party if you were displeased with the people.
But it doesn't solve everything, a seperation would be ideal. Maybe something where its like a pseudo Haven. The part before that guy that blocks the way is one area, and the area that contains the hotel would be another area. And they could name the two areas something like:
Moorcraft - Entrance. <--this is the entrance...obviously
Moorcraft - Hotel - Check in, Check Out <--this is the exit
