I wouldn't say you were robbed, crafting costs would be 650 energy and 3900 crowns plus 15 crowns for recipes, add the materials and it will come out that you almost are even. Also, the result of crafting would be bound, unbinding a 4* item costs 1800CE so you can try to sell it to someone for that or a little less than this.
so basically the question is sell it for ~650ce profit or keep it (dont have one yet) i should probably add that my best friend is a bomber. (darkbrady help him!plz!)
That's actually not a terrible price. If the guy had made it himself, he'd be asking for the cumulative crafting costs (~4k Cr and 650 CE for a 4*), plus unbind cost (1800 CE for a 4*), plus materials (round out that 4k from earlier into another 100 CE, for calculations). It all comes to about 2500 CE to break even. Hence why most of the 4* items you see in the AH without UVs are upwards of 120k CR.
I'm looking at the AH right now, and the few 4* bombs I see are selling for 65-70k, which is... about the price of 1000 CE. And most of those are vortex bombs, which skip a crafting stage and can be made more cheaply. You certainly paid him much more than he invested in it, but you got it at approximately fair market price.

Ok, well if you compare it to a previously bound one, then yeah he's gettin' a good deal, but considering that it was a drop and he sold it for nearly double the value of the bomb (excluding un-included unbinding fees, obv) then I'd consider it a bit cheeky to flog it off like that to someone who didn't know any better.
HOwever, they do have a point; altough crafting one would be cheaper, it would take longer, and buying one outright would cost more, so you're in a decent middle-ground. IF your best friend is a bomber, just give/trade it to him, because there should be no bomber out there without access to a freeze bomb; it's a blanket security bomb that can be used nigh anywhere (excluding freeze maps e.e...), so if your friend is a bomber in the making, he'll love you forever for tossin' a good, useful 4* bomb his way :)

Well, you have the options of keeping it or selling it then.
Shivermist is a popular weapon for swordies to have too, being useful in Vana and generally capable of locking down large groups so that you can comfortably pick them off one at a time w/o having to worry.
That's what I did before I went bomber; I carried around a freeze bomb and dropped it everywhere (especially in arenas and the like) and everyone loved me for it back then; couldn't be more useful, let you just take groups out one by one.
Altough things have changed a bit since then, but in general you can't go wrong with a shivermist.
Or you could just try to resell it for a profit.

1/ Back then, shivermist was the king of status bombs, but nowadays VT matches it very well (they both have different effects, so it's hard to decide which is more useful), so becasue of that some people will rather you not freeze them (or rather, not freeze stuff randomly, and actually learn about useful placement).
2/ Normally, it's a pain. +10 will knock a lot of that time off straight away. Throw on a trinket or two and it should charge fast enough for your purposes, seeing as you won't be spamming it.
3/ Not much tbh; like I said, you didn't exactly get it cheap to begin with, but you could make your money back and a bit more as well; how much more is dependant on the buyer, really.

Heating the bomb to +10 gives you CTR:med off the bat.
Getting a part of a bomber set will give you some easy CTR.
The thaw damage is pretty crap. It's eough that if you're particularly having trouble you can stand back and thawkill, but it's mainly a control bomb.
In short, no.
I don't pay any attention to thaw damage, mainly becasue anything I freeze tends to die before it ever gets thawed.
I'd guess...less damage than a single sword swing?

Of an appropriately levelled sword for that particular tier. Like, in T3, the thaw damage would do less than what a 4/5* sword swing would do down there.
And because I 'splode it. I carry more bombs than just shiver.
Odinthefather, here are some quick data. Make of them what you will. They are from depth 19, with a Shivermist Buster and a Glacius, both at heat level 10 with no UVs.
Against slime:
Shivermist explosion: 113
Shivermist thaw: 155
Glacius thaw: 195
Against undead:
Shivermist explosion: 158
Shivermist thaw: 116
Glacius thaw: 137
Keeping in mind, Odin, that the Glacius inflicts "strong" freeze, whereas Shiver inflicts "Minor" freeze; the difference between the two is the thaw damage difference you see there.

Unless you are dying for money, you may as well keep the bomb as Shiver is really really useful in almost all locations (most of t3, FSC and SHADOW LAIRS). Having a shiver would also get you into a FSC party much much more easier (and hopefully Sl party).

First, get your money back; you got robbed.
Assuming you can't, and that "guy" is long-gone with an evil grin on his face, either sell it on AH and make back as much as you can (people will always buy reasonably priced 4* goods, especially popular ones like Shiver) or you can heat it up and use it yourself!
The 5* version (Shiver) is incredibly useful for locking down enemies, which is good for both solo/group play. Used pretty widely by bombers and swordies/gunners alike.
