Has a small chance to do it on normal swing. Just remember it is weaker than the non-fire Flourish.

I'm not sure of the % chance, but I inflict stun with my fearless rigadoon pretty regularly on normal swings. I don't have a flamberge, but I'm assuming the chance would be similar.
