i think you shold make the crafting little bit difrent
if you got your item in higher lv you will have more Chance to get a uv!

i forgot a part thet every time you craft somthing your crafting lv (not heat) rise in the num of the stars you craft and higher lv make thet the chances of uv higer and yes not the effectivness.

UV creation is approximately 1 in 10. There is a 1 in 10 chance of a UV showing up when you craft an item, assuming that a UV is not being transferred, in which case no more UVs will be given. Having a higher weapon level influence the chances of a UV does not make sense as to upgrade an item to 4* from 3* you must have it at level 5+, to 5* from 4* it must be at level 10.

Uv chances are dependent on effectivness. Low would have the highest chance. Maximum/very high/Ultra will have low chances.
Also Lv? Mean heat Lv? If so, that would be unfair. Heat IMPROVES weapon and goes when upgraded.
