which should i craft a spur or cutter
which is better
Well, if you had to pick one, I would go with the Cutter series, so that you have something that goes up to 5*. (I personally would go with the Dread Venom Striker path, so that you have something that poisons.)
The Spur lines stop at 4* currently, so it's really not that helpful in the long run.
To be honest, I really wouldn't recommend either sword. The both of them only do normal damage, so while that's not really a bad thing per se, you would be able to do more damage with an elemental, piercing, or shadow damage weapons to a particular race of monsters than with a normal damage weapon.
If you really like the swords, I would recommend going with something that deals with piercing(Flourish/Snarble Barb lines.) and a sword that deals shadow(Nightblade/Faust[Ok, this one requires work getting, but it's not too hard.] lines.).
EDIT: Or, consider getting a shadow sword and elemental gun(Pulsar[Elemental Path], Prismatic Alchemer) for your two slots. The gun would be nice for taking down turrets.(Gun Puppies, Howlitzers, Polyps.)
Try checking the Wiki for particular weapons. ;)
Both of them aren't terribly great swords and don't do specialised damage. They also have quite a lot of lunge to their attacks, which can be extremely frustrating with regards to floor traps and the like. Cutter's combo tends to leave you exposed due to the long animation, too. I would personally get a different sword such as a Flourish or Snarble Barb line sword if you want something fast.
However, comparing the two subjectively, the final version of Spur - Winmillion - only goes up to 4*, and its charge isn't particularly wonderful (flying projectiles, which may often be blocked or dodged). The Cutter has two different options, the Dread Venom Striker and the Wild Hunting Blade, both of which are 5*. Poison isn't one of the most damaging status effects, but it is of some importance in certain places, particularly against the JK (inb4 Batabii: RJ!). It can also be helpful against Vanaduke, but... there are better options with regards to both situations (the Biohazard and Plague Needle). Wild Hunting Blade has the damage bonus high versus beasts, which equivalates roughly to the bonus you'd get on a piercing sword against a beast. Except without the fiend damage bonus, and high exposure. The only real thing it has going for it is the cool-looking charge animation.
I am personally not a massive fan of EITHER of these swords, or their upgrade options, but if you absolutely must have one... get the Cutter and upgrade to Dread Venom Striker.

Correct English gets you far in life.
Anyway the spur can only go up to a four star version, and the cutter has a higher DPS so I'd go with cutter. Both of these weapons arn't very good when you get into tier two and tier three so I would suggest a nightblade since I am pretty sure you are tier two
