I got a lockbox yesterday, but 90% of the time I get 5/10cr, so I just ignore the prize weel (Hearts going down to a terminal, FFFFF)

I've been playing since Oct
I've been playing since Oct and only got 1 iron lockbox. This despite doing tons of JK runs and at least enough complete FSC runs to get a Blackened Crest.
I went a really long time without seeing rare monsters too, then all of a sudden I saw a handful of luv puppies, a sloom, a couple impostocubes, and some rock jellies. I saw ~8 item drops (only got 1) and since then I've seen nothing.
At least it seems like I'm always getting 50 cr or something halfway decent from the prize wheel.

It's like how modern slot
It's like how modern slot machines occasionally will give you a near-winning combination or flash a winning combination before settling on the last few images of the reel. It's a subconscious thing that's meant to condition us.
If we were never rewarded at all for the prize wheel we would stop trying. We're rewarded enough, though, to be conditioned to think that we'll win a nice prize from it. To further that notion we see that most of the time we're just one or two slots off from the lockbox.
The big difference is that you don't have to sacrifice much at all to play with the prize wheel, in fact, with an elevator pass you don't have to sacrifice ME, even. However, the reward at the end of the level gives us incentive to keep playing it.

It feels like
It feels like the prize wheel is rigged from this repeating event, and the prize wheel doesn't really increase my desire to do any more runs than without it. It feels like getting an Iron Lockbox is a dream, an impossible dream.

Yes, they are purposefully teasing us. You actually get the prize the instant you step on the elevator,
the visuals of the prize wheel are just a formality.
(In the common occurrence where your prize is crowns, you will see your crown total go up the instant you step on the elevator).

I think so. This could be supported by the fact that sometimes you'll see the prize you get before the wheel appears, just by seeing your crowns go up a little or seeing something appear in the vial belt thinger right before the HUD disappears and the wheel appears, and when the wheel is about to land on the prize you already got, you see that right before it is a lockbox.
