Try buying one. If they bought one, they must have equipped it already or are aiming for selling it a decent price. And no, being "really happy" does not work as payment. But if someone did gift you one, GIMME THEIR NUMBAH! (unless it was a present)
I don't think anyone is going to give you their regalia chapeau. They go for 30k CE.
