you can find weapons from treasure boxes, but is very rare. I've probably seen 9 weapon/armor drops, but only ever received one (other party members got the other ones).
Also, basil is in the clockworks and sells recipes (a random selection each time you visit). For 2* items it is only worth buying the recipe if you think you'll craft more than 1 of them. Otherwise, you are better off buying the item from the AH at a very cheap price.
If you're asking if you'll find weapon/armor or weapon/armor recipes from the monsters, the answer is no. You can get tokens from bosses of which you can exchange for ready-made weapon/armor, but aside from that you have to earn crowns and buy them from the bazaar, auction house or the trader you meet at breakpoints. If you plan to get a 2-star/upgradeable weapon/armor, I suggest you get it from the Auction House and not the bazaar.
