At the Steam store page of Sonic CD, the Metal Sonic Suit and Mask are still displayed on the page, indicating that it's still obtainable by buying Sonic CD. It was shown even if Jan. 31st is over. Is this true?
Does obtaining Metal Sonic Suit and Mask via buying Sonic CD still exists?

Just bought it, got the costume. But if you're asking if you can still trade it, no, the costume is bound.

I stand corrected. Steam page doesn't give an expiration date, but I'm fairly certain Tails Tails can only be obtained off a trade now
The offer is over, but Sonic CD still is a great game anyway.
