The graphics chipsets that ship with Dell OptiPlex computers (Intel graphics chipset families) are mostly incompatible with newer versions of OpenGL, the rendering engine Spiral Knights uses. Disabling DriectDraw and Direct3D accelerations has been rumoured to work, but I haven't been able to test it extensively myself. Aside from disabling DriectDraw and Direct3D accelerations, your only options are buying a new graphics card (preferably from Nivida or AMD) or installing a Linux-based operating system.
Why a Linux-based OS? Unlike Intel, the people who develop Linux distributions didn't stop supporting Intel graphics chipset families before they supported the newer versions of OpenGL.
