I got an Ancient Plate as my pure normal shield because it's "free". I honestly can't remember the last time it even changed colour from a pure normal attack.
I don't really suggest using a pure normal shield as do-it-all shield, though. You're really much better off getting a trio of typed shields. The places where a normal shield really shines is in Decon Zones (gremlins are pure normal, with the exception of scorchers), Unknown Passage (all normal with a bit of pierce from lichens and shadow from zombies), and mixed up arena themes (like a fiend arena, which throws greavers, mechaknights and alpha wolvers at you).
Ancient Plate Shield has higher Normal protection so it is more resistant to Normal damage then the Omega and it also has Stun resistance which the Omega has none. However, the Omega has a higher health, so it can absorb more punishment before it breaks.
So, the answer to your question depends on the type of damage being taken. The Ancient would take Lumbar hits better (Normal/Stun damage), while the Omega would take longer to break then the Ancient from damage that is not Normal/Stun (like Slag Zombie Shadow/Fire hits). You and your friend could test this by standing on spike during an FSC run and seeing which shield breaks first (prediction Ancient). However, against pure Normal damage I'm thinking it will be very close between the two shields. You guys could test pure Normal damage on T1 spikes, but the T1 nerfing may obscure findings.
I think for most anything but Unknown Pass (as Nicoya-Kitty already pointed out) my response to this question would be something along the line of, who cares? There are better shields out there for any other situation. The only reason to get an Ancient Plate Shield is its freeness (the VPS and Ironmight are both way better if you want a Normal shield).
I kinda want to craft an Omega Shell Shield for Unknown Passage (just because I like having an excuse to craft things & I already have Piercing, Shadow, and Elemental covered).
If ranged attacks deal pure typed damage in Tier 3 (I seem to recall they do- although all melee attacks have a normal component, and some ranged attacks like demonic office supplies may have a normal component too), then Omega Shell should theoretically defend better due to its higher health. This would be due to both Ancient Plate and Omega Shell having no special resistance to that damage type, which comes down to whichever shield has higher health. I also have a friend who swears by Omega Shell, although she does have a High or Maximum status UV on it.
More extensive testing is definitely desirable, but on the surface I'd say it's a tossup- Ancient Plate is likely better a deflecting melee, while Omega probably handles ranged attacks better. Both are acceptable general-purpose 5* shields, although Ancient Plate is a token reward only, thus you might want Volcanic Plate instead (it adds Fire defense for slightly reduced Normal defense, but is craftable and very good for FSC/Vanaduke).
