If you do hate undeads that much, get a brandish :p
Levi even has easier to obtain recipes comapred to cold iron.
Still, i must say you have a pretty strange set planned there. I'm curious, what other weapons are you planning to make?
Normal damage weapons like Levi are good as sidearms (for full gunners/bombers) or for cheap people that can't afford 2 specialized damage weapons.

What I have planned is to up elemental and shadow defs as high as they can go i(or until i'm satisfied). Probably noticed I may have little to no normal def at all that's where knock back comes in. I've decided to go with Levi for the knock back. I'm thinking of handling other stuff with my Divine Avenger (So close to making it). Only problem now is will vana kill me if I don't have a gun? Can you maybe pass vana without a gun?

First, general advice:
Expert players think entirely in terms of 5-star items, because that's where everything ends up (except for Radiant Sun Shards, and except for Lockdown Tier 1 or Tier 2). So what are you planning to take your armor to? Valkyrie Mail and Divine Veil? Or what?
In shallow parts of the Clockworks (Stratum 1), monsters deal almost entirely normal damage. As you go deeper into the Clockworks, monsters increasingly deal their preferred damage type (e.g., piercing for slimes). But even on Stratum 6 there is a lot of normal damage in monsters' attacks. So you always want normal defense on your armor and shield.
If you're going to have more than one sword, then you should not get any normal-damage sword. Instead, you should get two of the other damage types (piercing, elemental, shadow). See my sword guide (linked above).
Now, advice specific to you:
We need to know your goals. Are you asking about Tier 3 in general, or specifically about FSC? FSC is not the only hard part of the game. (Just listen to all the whining about fiend strata on the forums.)
If you're going to get a Divine Avenger, then you don't need a CIV or Levi to use against undead; you'll be using your DA. Although I prefer the elemental Brandishes over DA in most of the Clockworks, DA remains my favorite sword for FSC.
Some people do Vanaduke without guns, but I don't recommend it for an inexperienced player. The most common strategy for Vanaduke is for one knight to freeze him with Shivermist Buster, one knight to gun him with Blitz Needle charges, and the other knights to take care of fire and slags. You don't need a gun if you're on fire/slag duty. But you'll be more useful to FSC parties if you have either Shivermist Buster or Blitz Needle or Plague Needle.

Personally....
Personally I would choose levi, by the sounds of it this is your main sword so a cold iron would only be useful if you had other swords and wanted a sword to specialize against undead. Although I find party members with a levi very annoying because of the massive knockback on charges which either knock enemies into me or away from my attacks. Personally a brandish would be better but out of the two chose levi, hope I helped ^_^

Charged Attack
CIV is more awesome because of the smaller knockback from the charged attack. More chances of doing 3 hit spins.

OPINION TIME!
It's really a matter of opinion. It doesn't matter. I like CIV but I'd have to go with Leviathan, it's better. But that is just an opinion.

Dude i agree A leviathan blade or any of the 5* brandishes is Way beter to me so i am not soo sure that the 5* bandishes is that good but it is soo awesome i killed the royal jelly king with it by 1 hi kill my friend gave it to me for a day. LOL!
