What determines the prices of highly sought after gear?

As an example lets say a Sealed sword CTR or ASI very high .. does it take on average 20000 ce on uv rolls to get one of these?

another example:

how much crafting worth of CE on average would it take to get a ASI very high florish? would it be around 25k ce?!

Prices are ultimately determined by what someone else is willing to pay--you can post something for sale on the forums for 20k ce, but that doesn't mean someone will be willing to buy it at that price. There are other factors too, however, like unbind costs and the relative rarity of certain UVs. In your first example, someone would have to farm jelly tokens for the sealed sword, roll random UVs (at 20k cr a roll for a single UV) until they managed to get CTR or ASI high, and then pay the unbind cost before they could sell it. Because crafted flourishes arrive unbound (since the flourish is only a 2* item), you can just ragecraft them over and over until you hopefully get the desired UV, but again, UVs from crafting are totally random, and you will likely have to craft quite a few of them before you get the ASI very high you're looking for.

I think it's honestly hard to say how much CE you'd have to use crafting or rolling to get those UV's, but since in the bazaar there have been MANY people attempting to buy Flourishes with an ASI very high UV lately, at very high prices, with hardly any sellers, I would say that speaks to the rarity.

Also, the risk of rolling with 20K CE is monumental. That is about $50 worth of CE and you have no promises of getting what you want. It's essentially a gamble. I rolled a good bit, and I've crafted a good bit, but I've never crafted or rolled anything better than CTR or ASI low. As Narfle said, it's all about what people are willing to pay for these insanely rare UV's. There is VERY low supply, and quite high demand (relatively) so that's what makes their prices so high.

Also, I want to reflect everything else Narfle said about other factors. That heavily influences the price. At the end of the day though, it's about rich players wanting the best gear.

I'm going to assume 6200 cr = 100 CE, just as a nice easy conversion. 20k CE roughly equals 1,240,000 cr, or 62 single UV rolls. You could get lucky on the first roll and get the UV you want, it's not common but it does happen. Or you could get unlucky and get nothing better then Low and Medium UVs for all 62 rolls... or the game could troll you and give you a couple Very Highs that are the monster types that resist the weapon you're rolling.

A Very High UV seems to show up approximately 4-5% of the time. On a sword there are 8 different possible UVs (not UV levels) that can show up, so if you are looking for just one particular Very High the odds of it showing up are .5%-.625%. A Very High Construct Sealed Sword for example will sell for a nice price... but no where near as high as a Very High ASI Sealed Sword will (and to prove that point there has been somebody in game offering 40k CE for a VH ASI Sealed Sword/Faust/GF the last few days).

Ultimately the price of these rare items is set by supply and demand and what people are willing to buy them for. ASI on the popular swords, CTR on almost any bomb, Max defense UVs on most armors... especially the Wolver/Gunslinger lines, and Shock/Fire resist sell very high due to the above mentioned rarity and them being sought after for high end areas of the game and Lockdown.
