I can't purchase any ash tail recipes from the npc Echo. It always get stuck after I chose the recipes and pressed confirm.
On a side note, there seem to be a lot of duplicate recipes when purchasing from the npc(s).

You have to talk to the box by the NPC, not the NPC itself to purchase recipes. I was quite confused by this too.
