Can someone help me? What are variants? How do you get them on your weapons? ect. Please help me out.

That's strange.
I have 4* armor, and none of my armor has UV's. I have crafted every *... Maybe 5*?

It's random
It's random so that just means you're not very lucky. If you're really interested in getting UVed gear look at the AH for 2star things that you want to upgrade, there's even a handy sort by variants option.

about 10% rate
UVs seem to appear roughly 10% of the time while crafting. So the expected number of craftings, to get a UV, is 10. if you've crafted helmet, suit, and shield, each one at 2-star, 3-star, and 4-star, you've crafted 9 times. So you're not even really unlucky at this point.
As Warlordx said, you can get UVs by buying 2-star or 3-star equipment with them. You can also mass-craft your own 2-star stuff, in search of UVs. Or you can just buy UVs in the Bazaar.
