Are there any good costume sets that use armor under 3* and look semi-decent with fairly cheap accessories? My current look is a silver bombhead mask/+cool mech-tennas and my ash-tail armor.

The Blizzbreak Armor works
The Blizzbreak Armor works pretty well with the Silver and Spiral bombhead masks. I intend on getting it myself.

imo, getting a good look
imo, getting a good look thats under 3* is hardish to do as most armors don't start looking cool until 4 and 5*.
Also, different accessory colors look better with certain armors and personal colors, while others just need one or the other.

I just wear the Spiral Demo
I just wear the Spiral Demo helm and the Spiral Cuirass that has the same colour as said helm, works really well. You could probably do a similar outfit with the Fused, Heavy and/or Volcanic Demo helms and different colors of Cuirass
If you're trying to include Accessories, they're going to be expensive, especially when compared to the cost of 2* armor and helms.
As a newblet, I liked the Cobalt Armor and Magic Hood (long before I noticed NPC's using the same look!) Those are both 2*
Icebreaker Helm and Armor are decent looking, if you like blue ^_^; Those are both 1*
If you go with the 'blue' look, there are two 3* shields to consider: Brute Jelly shield and Blizzbreaker shield, though the Blizzbreaker cannot be upgraded beyond 3*. There is also the 3* Brute Jelly Helm (would not recommend the armor 'Mail' for looks).
Brute Jelly stuff can be earned with tokens from Jelly King.
