um. i have no idea wht they are and i want to know. are they for missions or for the clockworks? Vatel in bazaar sells them for, in my opinion, cheap. 1000cr to 6000cr. ANYTHING would really help!

There is no week timer,
There is no week timer, they're just items you can carry around until you need them for a daily prestige mission.
You could also stick it up on the auction house ;) Vatel selling them wasn't well known, so people were paying 2x to 10x as much as they cost on there.
You're required to turn them in for some Prestige missions. Functionally, they're useless to you.
