My guess is it's their way of leveling the playing field in t1 ld for new players by making amazing t1 stuff easily accessible to all players rather than just t3 players who ragecraft or punchroll t1 stuff. I think it's a great idea. It's still possible to buy better stuff because the highest mission given uv i've seen is high (and I haven't seen any armor uvs yet) but it makes t1 ld a place where noobs actually stand a chance and doesn't affect the higher tiers because it's all stuff with crappy lines that go nowhere.
