So, will the accrued prestige points be applied for ranking up to level 8 when it is released? Or, am I wasting time and CE building prestige points?

prestige has nothing to do

prestige has nothing to do with your rank. Rank is gained by completing rank missions, and you level up after all the needed missions are done
