This actually does affect heating, and that is how I came to notice this.

You fail to see my point. In the patch notes, it clearly says that it is supposed to be a 1* bomb, as with all the other Tier 1 items that can be obtained from the mission. One is false, and if it is indeed supposed to be a 2* (Tier 2) bomb, then that's a little bit silly as everything else you get is 1* (Tier 1).
1* does make more sense based on the mission system. The idea of the missions is to gear you with equipment for T1 play. Yes, this a paid mission, but I also noticed that the bomb was oddly marked 2*. Unless OOO has said that there aren't supposed to be any 1* or less piercing or shadow weapons, I fail to see how that can be used as a counter what the patch notes say.
maybe the patch notes had a typo. i would agree that the bomb is supposed to be 2* due to the fact that T1 should never have anything other than normal and elemental damages.
I believe weapons were made for tiers 1, 2 and 3, and their star ratings were selected appropriately.
Why there isn't any proper armor for respective tier is a different question.
The Dark Reprisal Mk I is almost completely pointless as Dark Reprisal Mk II will completely overshadow it, both being Tier 2 bombs.
On the topic of Tier 1 damage types, I would really encourage all the damage types become available to them, rather than just normal and elemental.
