When/how will nonsteam players be able to unlock the expansion with ce/cr?

The answer, (or lack
The answer, (or lack thereof), to this question is probably one of the biggest deciding factors for me on whether it's time to move on or not. Specifically, will nonsteamers have a chance to swap CE for a gifted mission? I know Nick said they were looking into this.

However, I think that they would have already done it if they cared what their fan base truly thought. Also, what do you do about the people that have already purchased the expansion pack?
