You learn it. What? Were you
You learn it. What? Were you hoping to sell hall recipes on ah for a profit? You aren't the only one in the game who could access it.

umm.........
why do they bind? so you cant sell them, since they can be bought unlimited amount of times
whats the real point if they cant be sold? who are you going to sell to? everyone has access to the same recipes, so theres no market
what are you suppose to do with a recipe you dont want? umm.......why did you buy a recipe you dont want in the first place?

we did get rewarded some
we did get rewarded some recipes which i had to sell since i already learned them for 1cr. was quite disapointing but its a very tiny issue.
when it was unbound, ppl complained that it ruined recipe economy (aka: buy recipes at basil and resell for a profit). There was massive (not really) outcry, so they changed it to be bound.
By making it bound, you profiting from recipes require you to make dives. (I suppose you could have resold those recipes to ppl who have not access to the appropriate hall of heroes.)
You would have to just npc the recipe for crowns, or make the item.
