I purchased an Elevator pass on Feb 6th for exactly $5.95 then i purchased the new mission expansions for $4 that equals to $9.95 and I dont understand how i can download the test client.

The expanded mission is not an exact $4.00, it's (currently) $3.95. $3.95 + $5.95 = $9.90. You're 5 cents off the required amount.
