Lol im from SG as well. I think that if you play Spiral Knights via kongregate there are offers to buy energy using your mobile number but i dont think such an option is available for steam?

Dont use sms, its like 50% or more is payment fee to sms operator, only few goes to OOO.
The better alternative is using paypal (its accepted in many places). And to use paypal you dont need credit card at all.
Now you can make paypal account without credit card and you can deposit your money on paypal by sending them with regular money transfer from any bank or maybe post office, dont know where in your country you can make money transfers.

Boku charges me 40 Ringgit (somewhere around 13 dollars I think?) when I try to buy the expansion with Pay by cash. .__.
