Different price for DLC - Steam vs. SK

Yesterday I noticed that even though the advertised sale price for the DLC is 3.95$, the actual price in Steam is 3.99? Now sure it's only 4 cents but if you multiple that by a thousand or ten thousand buyers and you can get 40$ to 400$ (I have no idea what's our player population or even the PTP population so this is really vague).
What's up with the 4 cents? Who's getting the 4 cents? Why are players charged 4 cents more than advertised?
Also it's 33% off 5.95$ = 3.927$ which is closer to 3.95 than 3.99$ Y U NO MATH STEAM?
Really though, are we gonna get refunded our 4 cents? This isn't really about the money more than this is about doing what's right.

@Oolon Steam always had a problem with foreign currencies, but wait why couldn't you ask a trusted American friend to purchase you the DLC and give their money through Paypal? (I'm sure Paypal's currency conversion is less atrocious than Steam's..I think? -sigh- Even Canadian dollars are worth less in Paypal even though they're stronger than USD right now..)
Idk if you actually purchased the DLC yourself so this is pretty hypothetical, but you can do it like that next time?

The four cents are likely going to Steam. It's a small price for the ease of platform accessibility (if you enjoy using Steam -- I know not everyone does), and it incentivizes Steam and Valve to keep helping OOO and SK out.

Both on steam and the regular game the default price is set up as 5.95, yet this 3.95 'special launch disccount' is different.
If steam was taking 4 cents, then why do they list the original pirce as 5.95 instead of 5.99?

Also, sorry but 33% of 5,95 is 1,96
5,95 - 1,96 = 3,99
Steam is half right.
The discount should be more like 34,5% to match the game.

@Juances: Ahh well my bad. I was too lazy to 5.95-33%, I 66% x 5.95$ instead ^^;; Forgot about that 1 percent there..
Still it's unclear why the price on Steam is 4 cents more...mmm..
Don't feel so bad in the UK they add 20% on to the cost and then there is the cost of currency conversion.
