Skolver with max shock has resistance to voltaic tempest and a reduced shock timer by polaris. A beast in pvp.

Depends on what you want to use it for.
Fiends/Howlitzers = Snarbolax
LD/Jellies = Skolver
Constructs/IMF = Vog
Personally, I think shock fiends are some of the most deadly monsters in the game so I'm crafting my Wolver Cap Shock High into Snarbolax Cap.

With Vog it coudl work for UIMF in the future.
The Vog Cub provides elemental defense, and most enemies that inflict shock are construct, so I believe that would be best.
