Run both if you can. Cycling between both on a point can scare people, or trick those who got resistance to one into walking right into your other bomb.

I'm sure you know that Haze Bomb is the official name for the Stun line. People have taken to colloquially calling all mist-style bombs hazes, but OP was right and there was no confusion there.

Like Demonicsothe said, most wealthy LD players will have at least some Shock resistance on their armor. While Shock is more effective, more people will also resist it making it less effective. Honestly I'd suggest having both, but if only one is an option I'd say play it safe with Stagger Storm.

Was not all the haze styled status bombs crafted from the 2* haze bomb before a change? Or so I've read. If i'm right, it does explain why people call shiv/ash/vt and the such haze bombs as a general term.

Correct, before a previous patch, the Haze bomb was a 1* weapon and was the base for all haze bomb lines save for the VT and SS as they did not exist.
Haze bombs were also the most popular rage-crafts as one could make 10 per day, provided you had enough crowns and the cheap mats to make them.
Both are hazes >.>
Voltaic is more useful, but there are a numerous amount of players with shock max on their armour.
Less people have stun max, but the duration is short and once someone exits your haze, it becomes useless.
