I think by 'bump' they mean
I think by 'bump' they mean getting to top VERY VERY old threads. Not just common bumping in baazar section.

What you are talking about is Necroing (bring threads back from the dead). Sometimes this is appropriate as we don't need 100 different threads talking about the same thing, but this can often be annoying when people respond to comments made over a year ago to a user that has likely quite by now...

I know, but its all about
I know, but its all about interpretation.
GMs can interpretate things in diffrent way, donno.
For example official definition of spam is in fact mix between spam and flood.
just dont bump them like crazy for no reason.
