Just for convenience. Every other place you can buy recipes has a alchemy machine, but not the Hall of Heroes.

Basil not so much. You're already in the clockworks...would it really be ok just to suddenly have new equipment for the next bunch of levels? I guess Developers have their reasons. Or maybe they don't.
