[Steam] Unknown item in Steam inventory

I noticed this strange item while looking through my Steam inventory last night.

I didn't see anything similar in any of my friends' inventories and several of them have told me they can view it through this same link. I haven't done an exhaustive comparison to my in-game inventory to try and figure out what it is yet. Has anybody else found a similar item?
