I've seen this in front of Auction House, Haven 3
Someone yelling in front of AH, asking people to give him crowns to sign up. Then with unmentioned rules he will select a winner to get CE. Multiple people, including me, immediately pointed out that's a scam. I don't remember that knight's name, but it could be identical to this thread.
IMO a ban should be given.
