When I got an Iron Lockbox
When I got an Iron Lockbox today, it was a couple spaces above a chromalisk.
I see them occupying spots occasionally.

I don't the wheel will land there.
So the prize wheel's "spin" is there for decoration. The prize is actually determined and awarded before the prize wheel spins. I know because once I had a empty utility belt and got a super health capsule when I stepped on the elevator. As I was wondering where the capsule came from, the prize wheel came up and stopped on a super health capsule.
So, unless the chromalisk gives you something, it's not likely that the prize wheel will stop on it. Instead it's much more likely that the chroma is there for decoration purposes only.

As for why it is labeled as an Iron Lockbox, I have no idea.

Because the prize wheel animation is for show. Your prize is determined once ya step on the elevator. It's pretty easy to add in an invalid slot on the wheel and have it never stop on it.

What I suspect happens is that the game takes out one item that you wouldn't get and jams the Chromalisk into the slot instead. It's designed to never stop on it.
General:
You'd have thought someone would have hit it by now and shared proof if it was possible. We only have unsubstantiated claims at this point. Or at least that's all I've ever seen.
