What you need to do is make many runs from the start of Tier-2 (at depth 8) to the Terminal (at depth 13), and check if Basil has a Cold Iron Carver recipe on that visit. Or you can pay extra on /2, but I tend to hunt my own recipes.
You can buy it in /2 if someone happens to be selling it - either the premade sword or the recipe. Expect to pay upwards of 16k for the recipe from players, as the recipe costs 15k from a vendor (Basil in the various T2 and T3 Terminal levels). The premade sword can and will go for significantly more crowns.
You could also gather all the mats/crowns/energy and find someone to craft it for you, altho in this scenario they'd have to possess or level a Tempered Calibur to 5 themselves before being able to craft a CIC for you.
