It depends on whether you want to utilize the effects of a charge attack or just slap an enemy before they're able to retaliate.
So this is to recap and expand on what I said to you in game:
So my first valiance had CTR High.
When I did use the charge, the CTR allowed me to hit a lumber and knock it back be like. 6 squares. By the time I charged it up again, it had walked back to the same spot when I first hit it. However, since I was putting all my focus on charging and shooting one lumber, other mobs had time to close in on me. When I wasn't solo, others in the party found this annoying, in line with the knockback from other notorious weapons, like the levi charge.
I didn't use the ctr much after that. The normal shots have their own tiny knockback which help give you some breathing space. With 3 shots available, you can knockback multiple mobs from different fronts.
So after this, I got a blaster with ASI high and sold the CTR Valiance.
One thing I like was that I the faster 3 shots allows for breaking stones and minerals more quickly.
You can mimic the asi vs ctr by equipping a swiftshield buckler (which I still think you should get for general gun+sword purposes) to see if you like the increase in ASI. (Infact, with asi high, a swiftshield gives the valiance max asi, which is extra nice.)
For the CTR, if you have the 5* seerus mask then you can see if you like the quick charge.
At the end of the day, the best way to tell is when you have a valiance and you find yourself either using the charges more or normal bullets more. At one point you'll think, "I wish I could do ____ more", and then you'll know what you want.
Someone who prefers CTR can chime in and enlighten me on the proper ways of using the charge, as I clearly didn't see it as valuable.
Get both. You can obviously afford it.
