I'm curious if it is still possible to get the Steam Knight Mask (costume item) when you refer 5 steam friends and they reach the rescue camp (requirements as per wiki)?

I think it's new player invites
If you invite someone to join Spiral Knights, who has not played before, then you get a credit for the mask.

i got my mask 2 days ago. they don't need to reach haven, they only need to reach the rescue camp now
