Right so i decided to start working towards making the Dark Briar Barrage.
As i upgraded the Twisted Spine Cone into the Spike Shower i got the UV, CTR: High.
Now what i want to know is whether i should upgrade it into the Dark Briar Barrage and keep it, or if i should sell it for a profit.

Totally depends on you. You may not get a second one so easily again.
Ask yourself if you really want/need that UV and if you will take advantage of it on battle.

I do realize i will have to pay for the unbinding fee, and that if I made another it wouldn't have the same UV. I have also realized I should of been more specific about my question.
I guess I am asking what other people would do in my situation.
Personally I would keep the bomb, but if the UV on it would be enough to make a large enough profit even after unbinding, then I would most likely sell it and make another later.

Are you a Dedicated Bomber & Wear Demo Gear & Plan to Upgrade it to 5*?
Sell it. It's useless to you, as you cannot surpass Maximum! Charge Time Reduction.
Do you wear another Type of Armor or are making a Shadow/Piercing Protective Armor since Demo Gear only Resists Elemental?
Keep it. CTR is a Bomber's first Priority. Extra Damage is Optional, but useful, but still not as Valuable as CTR.

I do not own any bomber armour and I will probably not touch it for a while, so this bomb will be quite useful in combination with my sword bonus armour.

Warning, that bomb is worth at least 12,000 CE. It's extremely rare. I'd sell it, bomber or not.

It depends on if you'll use
It depends on if you'll use it and if you'll value it. I've crafted some great UVs (tripple UV Fire High wolver cap for example) and kept them and I've sold others (elemental high wolver cap) totally based on if I personally value the UV.
My suggestion would be to sell it if you can really get 12kce (like a 9kce profit after original craft costs and unbinding fees) and you don't already have full 5* gear and 5* trinkets. I use a bomb CTR Med Trinket (along with all my sword gear) and the DBB fully heated is pretty dang fast. While max would be nice I personally would rather have more gear options. A 9kce profit would let you craft four 5* items (each 5* item takes ~2.2kce to craft with cr converted to ce).
I did just blow 1kce (3 rolls) on Punch rolls to get my Voltaic Tempest CTR Med which is pretty sweet running at CTR Max, but I also have enough 5* gear that I'm equipped for pretty much everything.
Also, there is no harm using it at 4* for quite a while to determine if you want to keep or sell it since the bomb is already bound.

if you're planning on getting shadow lairs mercurial armor, keep it. you need the CTR with that set.

Mad Bomber Set + Elite Boom Module = CTR max, DMG max
Volcanic Demo Set + 2 Elite Boom Modules = CTR max, DMG very high
Bombastic Demo Set + 2 Elite Bomb Focus Modules = CTR max, DMG very high
Basically you can get CTR max with every single bomber armor out there (except for Mercurial Demo, which sucks).

Guess Merc Demo needs a buff like other stuff.... even if it's SL gear. /sigh /shrug

This guy should sell his bomb. If he's a bomber then he'll have CTR max no matter what; if he's not a bomber then he would use a vaporizer bomb as a support weapon, not a damage bomb like the Spine Cone. Therefore, he has no need of a CTR UV at all - but the credit card warriors fall for this sort of thing though.
Do you want a nice piercing weapon as a bomber, or do you want profit.
Keep in mind that if you do sell, you won't be able to use the profits to buy a bomb in the same line with that same uv. This is because you'll need to pay the unbind fee.
