Your best bet is to get a trusted player who has the rec to craft the Shockburst for you.

Beyond that, you're on your own. Time to LD like it's 2011 again.

Recipes from basil are not bound and never have been.
Recipes from Hall of heroes are bound
Recipes from Krogmo rewards are bound

You can only get the shockburst recipe from Krogmo tokens. Hence the recipe is bound.
