I've experienced this as well with an Ash Tail coat. It seems to be a problem with the mission lobby where the information reads wrong. I've /bug'ed it, but who knows when the dev's will get to it.

Mission Lobby is Depth 0, considered Tier ONE.
Got to head down to T3 to get your proper health bonuses. In T1/2 the health bonus is nerfed.
