There is no official info, only assumptions and speculations. My guess is that nothing affects the spawn rate. Just don't take it for granted.
Rare monsters are rare monsters. Chances of running into them depend only on the number of similar type monsters in the stage or factors that may result in a rare monster spawn e.g: rocks for rock jellies.
Depth does not affect rare monster spawns.
