or in my case... Azure Guardian helmet and suit or Leviathan blade and Aegis?

Most people will say that this game is more about offense than defense, which suggests upgrading weapons first. On the other hand, a lot of armor gives offensive bonuses, so upgrading it helps your offense too. On the other hand, the armor you're talking about doesn't give offensive bonuses. So I'd vote for weapons. In the end it doesn't really matter much.

Your shield is your most
Your shield is your most important piece of gear, as that's what keeps you from getting hit. After that, you might want to upgrade you weapons. Armor is less important, as it doesn't make that much difference unless you get hit.

Swiftstrike is the only shield you'll ever need.
Weapons first, then fancy armor, make sure to make it look pretty.

It honestly depends on the situation, because sometimes your armor will play a bigger part buffing all your weapons with it's bonuses.
I usually upgrade my shield last but maybe that's just me. Sword should be always first but I messed that up D: I got my skolver coat before my Levi blade....
But if it has to be sword and shield or helm and armor. Go for sword and shield.
