I see some thread can be locked or can be a Sticky thread. How to do that?

Admin only, or GM as some people refer to them. To stop people from commenting on threads, move it into graveyard. Unfortunately, sticky threads are a power reserved to the gm/dev's, otherwise we would get a ton of carp threads on the top of the forum.
